When does emailing potential end users become spamming

While I have a domain name: Burnaby Lawyers (http://www.burnabylawyers.com) And I intend to send out some emails to potential endusers to spark an interest however I don't want to end up spamming. Is there a fine line where it becomes spamming? Is it legal to be contacting businesses about...
