Windows 7 free or low charge after July 1? What exactly is it?

Well couple days ago Microsoft announced that Windows 7 will be coming out this year in October 22. And there are talks that there will be a program if you buy a Vista pc after July 1, you'll get Windows 7 for free or very low price. Now heres my question, lets say I bought a computer last month...
