Busines scam with company overseas

How to deal with a company in Philipines that didn't do service and kept our money? (4 figure fee) Paypal also found them guilty. already sent threatening letter to ISP. what else Google, Yahoo, and MSN de-listing? Int'l crime dept? additional investigation? punishment and fines?
