Does Google PPC go lower if you use a foreign cctld in your URL?

Sorry if this has been asked before, but I am putting together some PPC sites and wish to know if getting average keyword paying clicks with a .com produces better paying clicks than higher paying clicks but with a url that ends in .it or .fr for example. I live in the USA, so .com is good, but...
