How long does it take for ads to appear on new accounts.

Hi, I noticed that when I create a new post pay account it takes upto a week for my account to become active. Ads are approved almost instantly and keyword quality scores are good. When I contact Adwords they say that my account is under review for security purposes and ads will become active...
