Afternic Premium Promotion Question

I have an account at AfternicDSL I submitted my domains for Premium Promotion and its telling me that I need to transfer my domains to Network Solutions for a fee. I don't wish to do that, as it doubles my carrying cost. Is it still been promoted extensively without the transfer or I have to...
