The domain has no website and so I presume it might be available to purchase. What would be the best way to go about buying the domain? Send a letter? ...

Whether you have find a fax number or phone number?If you find those you can contact the owner through that and say your offer.If he/she willing to buy it you can get it.Otherwise you can buy another domain name.I have purchased a old domain name recently by getting the details like owner name,phone number etc... by getting details in WhoisXY.com .I contacted the owner through email.
