Paypal can't get my money?! what do I do?

Some guy tried to scam me but I'm not an idiot when it comes to paypal and I usually always win my cases and get my money back. However, in this case I won, but paypal sent me an email stating that they couldn't retrieve my money and obviously they never will because this guy made a ghost account...
