Language Converter from TAL to C

I am trying to develop a language converter from TAL (which runs on TANDEM systems) to C. The target C language may be "TANDEM C" or "portable C". Can anyone help me write a grammar for TAL or is there any written grammar available that I can refer to.? Thanks, Binoy
