How do you buy international domains without residing in that country?

I live in the usa. I want to buy .de .cn domain names, but it says you have to be residing in that country to buy them. Therefore, how do you buy them without having your domain away taken away from you for not living in that country? Because, there has to be a way to get them legally even if it is...
