Tax info help

Ok, i'm @ that point where i have to fill some tax information in order to receive payments from google. I live in Europe, and i'm using dreamhost to host all my pages, and google says that if i use a webhosting company from USA i have to get a TIN, otherwise if the hosting company isn't from USA...
