How does Google judge relevancy of websites?

Hey guys, I was wondering how does Google judge the relevancy of 2 websites? Let's say your site is about *travel *and you exchange links with a site that uses the keyword *holidays *instead, will Google know that these 2 sites are content-relevant? even though they use completely different...
