I need Chinese PPC

I am working with Anne from Dopa to convert my 22k per day chinese traffic. We've been using Baidu feed. However the CTR is low, like 1%. Google feed has 10% CTR. So I wonder if any of you knows any good PPC that Anne can try. I think baidu doesn't count every click.
