How to make a program like Cheat Engine

Hey, can someone tell me where I have to start? I wanna make a program like cheat engine but I have no clue how :o... Im *not* a beginner ( but also not an expert :P ) in C++(/CLI)... What functions do I need? etc. :p Thx ;D
