For traveling guide website, the best strategy is do effectively on the page by targeting right keywords and meta tags and off Page SEO activity and maintain the relevancy of the backlinks.

Every SEO project has the same progress but with each field there're some differences.
For detailed suggest travel guide sites my suggestion should be.
1. Research Keywords be sure you know the tool)
- Begin with travel guide in general
- Go deep down into your target field
- list the potential keywords (which have high search volume)
- Don't forget the longtail keywords, they are good when being used for content.

2. Optimize site
- Keywords density should be careful.
- Metas ( H1, H2, H3,... Title, description)
- Img Alternative tags
- Fluent content

3. get some more traffic by some kind of channel: facebook, tweet, ....

It's not the most detailed suggestion but I hope it can help you. xD

I think there is no problem about On-page since I think the owner will know what kind of content and how the site structure should be. What I'm more concerning is how to increase the traffic and ranking. The most viable way I can think of to increase traffic is via social network like facebook or twitter. On the other hand, ranking seems to require much harder work since it requires active work in finding and communicating in travelling-related forums. Guest blogging in other travelling blogs/sites are also excellent these days but it also requires hard work in finding suitable sites.
