I agree with your opinion. However, I want to add that is to build links from high PR sites. This will help increase PR very quickly

Hi, in order to increase the PageRank I suggest you make good and high-quality backlinks from the high pr domains and reputed site. Also, focus on the do-follow sites much but not deny the no-follow sites because they have potential to provide the traffic to your site.
